INVITATION TO BID

Separate sealed bids for construction of the Burns Municipal Airport Fire Suppression System will be received by the City of Burns at the City Hall Building located at 242 South Broadway, Burns, Oregon 97720 until 2:00 p.m. local time based on the “Official Clock” at the City Recorder’s Office at Burns City Hall on Wednesday March 27, 2013, and then publicly opened and read aloud immediately thereafter in the City Hall conference room. Late bids will be returned unopened. Each Proposal shall be submitted in a sealed envelope.  The envelope shall be clearly marked on the outside with the bidder’s name, address, contractor’s registration number and the following language:

The project generally consists of, but is not necessarily limited to, the following major items:

Construction of a new groundwater well.

Subgrade mitigation, purchasing, procurement, and construction of a 109,000 gallon water storage reservoir and foundation in accordance with NFPA 22.

Installation of a 1,000-gallon per minute fire pump station in accordance with NFPA 20.  The fire pump station includes a pre-manufactured building enclosure pre-assembled with all required wiring, controls, and appurtenances.

Installation of new fire water distribution pipelines and hydrants.

Site improvements including but not limited to: access road, fencing with entrance gate, site grading, yard piping, and surface restoration.

Coordination and installation of a new electrical service to the newly constructed facilities including buried electrical facilities at the site.

There will be a Pre-Bid Conference at the City of Burns City Hall Building located at 242 South Broadway, Burns, OR 97720 at 10:00 a.m. local time on Tuesday, March 19, 2013.  Interested CONTRACTORS are encouraged to attend. A tour of the project site will be conducted after the meeting.

The CONTRACTOR(s) is required to be an Equal Opportunity Employer.  The CONTRACTOR must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin.

This project is funded in part or in whole with a grant from ConnectOregon III.  Award of the project will be contingent upon receiving funding and award concurrence from     ConnectOregon III.

No Bid for this construction contract shall be received or considered by the City of Burns unless:

A. The Bidder has previous experience working on contracts of a similar nature with a satisfactory record of performance in accordance with ORS 279C.975(3).

B. The Bidder certifies that it will comply with Oregon Bureau of Labor and Industries (BOLI) prevailing wage rates for public works contracts as required by ORS 279C.800 through 279C.870.

C. The Bidder provides residency information as required by ORS 279C.365(1)(h) and in accordance with ORS 279A.120.

D. The Bidder provides the Disclosure of First Tier Contractors within the time stated in the bid documents as required by ORS 279C.370.
